Registrations in the Finnish National Database

If you place products on the Finnish market, the product may need to be registered in the national database 'KemiDigi'. How does this process work, what does it cost, and who is obligated to carry out this registration? We will briefly explain this below.
Which products need to be registered?
In Finland, all products that require a Safety Data Sheet (SDS) according to Article 31 of the REACH regulation must be registered.
Some exceptions to the mandatory registration of products include:
- A chemical product used for product and/or process-oriented R&D.
- A chemical product used for scientific R&D.
- A chemical product supplied in quantities of less than 100 kg per year for industrial or professional per company.
This last exception does not apply to biocides, plant protection products, or chemicals intended for the general public. These must be registered regardless of the quantity placed on the market.
In addition to a PCN registration, it is also mandatory (if your product meets the above conditions) to register a product with KemiDigi.
Who must register the products?
Only a Finnish company (or a company with a Finnish business ID) can carry out the registration in KemiDigi. Since in Finland the registration is based on the information in sections 1, 2, 3, 9, and 14 of the SDS, a foreign company does not need to register to keep its composition secret.
It is therefore not possible for a non-Finnish company to carry out a registration. If you have prepared an SDS in accordance with the REACH regulation, this should be sufficient for a Finnish company to register the product with KemiDigi.
Furthermore, it is required to upload the SDS in KemiDigi (which must comply with Finnish legislation), and an EuPCS code is assigned to the product, just as with a PCN registration.
Additional costs for product registration
There are costs associated with registering products in KemiDigi. The Finnish government charges €26,- per registration per year, with a maximum of €5200,- per company.
