ATP 23 has been published

It’s that time again! On 20 June 2025, the 23rd Adaptation to Technical and Scientific Progress (ATP) to the CLP Regulation (EC) No 1272/2008 was published in the Official Journal of the European Union.

What’s changing?

This ATP includes, among other things:

  • 22 substances with a new harmonised classification
  • 10 substances for which the existing classification has been updated
  • Important changes that may impact your products

Compared to ATP 21 and 22, the overall impact of ATP 23 appears limited for most companies. However, there are a few changes that may have significant consequences:

  • The fragrance methyl oct-2-ynoate (CAS 111-12-6) now receives a mandatory H317 classification (may cause an allergic skin reaction).
  • Nitrous oxide (better known as laughing gas, CAS 10024-97-2) gets a new harmonised classification. As of 10 July 2025, it will be classified as reprotoxic category 1 (H360Df). This classification also has implications under the REACH restriction (Annex XVII, R28–30).

Key dates

  • Entry into force: 10 July 2025
  • Mandatory application: 1 February 2027

What does this mean?

As of 10 July 2025, substances and mixtures may already be classified, labelled and packaged in accordance with this ATP.

As of 1 February 2027, compliance becomes mandatory.
